I think they're referring to the practice of assigning yourself that tag in venues to mean you're available for ERP.

Oh maybe, I don't frequent brothel venues. But if you are roleplaying, most people put the RP tag on so there's really no way to know. I mean you can infer if it's one of those type of venues I guess, but I don't know if everyone at those venues are engaging in ERP. Honestly, I don't RP on my main or on the primal DC. I RP on my RP alts on Balmung and I don't go to those type of venues so not sure that standard practice is for those.
