No it isn't and no it isn't. The RP tag is in the game because SE put it there for roleplayers. Roleplayers use it when they are actively roleplaying or to let people know they are open to roleplay at that time (I know many non-roleplayers don't understand that you can have spontaneous roleplay that has absolutely nothing to do with ERP). Often times roleplayers don't have the tag on when they are doing non-roleplay activities - battle content, gathering, crafting, etc.
If you report someone just for using the RP tag you should be reported for harassment.

This is like saying "raiding alone is associated with elitists" and yet most people recognise that not all raiders are like that. It's the same with rpers. Yes erp is a thing, but most rpers are lore junkies not horny degenerates.
Oh maybe, I don't frequent brothel venues. But if you are roleplaying, most people put the RP tag on so there's really no way to know. I mean you can infer if it's one of those type of venues I guess, but I don't know if everyone at those venues are engaging in ERP. Honestly, I don't RP on my main or on the primal DC. I RP on my RP alts on Balmung and I don't go to those type of venues so not sure that standard practice is for those.
The sad thing is just like raiders, rpers will have a hard time shaking that stigma which does blow. I know many people that associate RP not just the tag as ERP. The public perception is deeply rooted sadly I hope with time it does get better.

Yeah literally all the people I know who use the RP tag use it to signify they're in-character. I'd never heard of it as an ERP pick up either? I thought people reserved the kind of RP they're looking for in their search info or on a Carrd linked in their search info. But I too am on Balmung, so maybe this is another one of those phenomenon that's common on other data centres/servers.
I use the RP tag frequently and I use it as a flag to others that if you engage with me without OOC brackets I'll be speaking to you in-character. I've never gotten a negative response from how Kemiko talks to others and if anything people have usually enjoyed her use of Eorzean lingo or references for just about everything she's ever had to explain. Though, to be perfectly honest, I have only ever received invites to ERP when the RP tag is active. I just blacklist and move on about my day.
