Another thing.... Your math is wrong. If subdivisions didn't exist and there were 5 wards then there would only be 150 plots due to there only being 30 plots per ward. But with subs, it comes out to 300. 5×30=150, 5×60=300. :/ so subdivisions existing since launch is the only way for the number to be anywhere near your projection.

5 wards with 30 plots each is 150 plots per district
3 districts (lavender beds, mist and goblet) means 3 times 150 or total of 450 houses per server

now we got 24 wards with 60 houses each in each district which makes 1 440 houses in each district
We got 4 districts now (shirogane got added to the 3 we had) that makes 4 times 1 440 or 5 760 houses

an increase in housing by a factor of 12.8
