They added scaffolding to the wall near the main aetheryte. And the guy who will train the airship pilots is standing by the location they picked out in the quest.
But are the scaffolds scalable? if they are, it means that they are committing to actual changes that may expanded upon.
The walkable terrain hasn't changed, and even if they do go all-out, I'm guessing it never will - simply because folks pre-Stormblood would still need to see the damage and it would be wierd to see other adventurers walking in areas that appear to be destroyed. If the area is actually repaired, the impassable areas will likely have walls or shrubberies or something to keep them impassable.

They might switch out objects but they won't add new ground unless they add it to the ruined version as well.
Did Alisaie ever mention anything about the aether-repairing treatment they were using on Halric and the other sin eater victims possibly offering hope to the tempered?
The thought suddenly crossed my mind after seeing the new MSQ picture on the 5.4 teaser website, which has her looking a little shaken up about something in Limsa Lominsa...which I assume to be related to her kobold friend.

Here's my theory on Lahabrea in the art: he's still trapped in Thordan's sword but he's not dead. He breaks out, which causes an explosion or spooky darkness stuff or something to happen at Azys Lla where the sword was left, which the Vanu Vanu notice, which is why one is in Ishgard - he came to warn us weird stuff is happening at Azys Lla.
