Not defending SE, but the housing website specifically stated new wards are free for all for the first purchase, afterwards and in any other wards, homes that are relocated from, relinquished, and demolished and what not will be placed on a timer.

The problem is that, despite the information on the website being accurate, people were buying houses in the new wards then relocating from that new house to another house. The plot has then been bought and relinquished and is no longer on its first purchase, so the timer applies.

Basically it's an unfortunate oversight that they may learn from and plan for next time.

it would be no different than you buying a plot and then suddenly seeing a another plot that opened up that was more desirable location, view, what not within a few minutes and you doing the same thing.

Yes, that's what I'm saying happened. Not me personally, but that's exactly why it's happening and why there are timers in the new wards.

I would suggest a cooldown period, whereby houses in new wards don't go on the timer at all, even after relocating, for a short period of time.
Say 1 or 2 hours.

That wouldn't be enough for housing resales to be a real issue, but long enough that people who change their minds aren't inconveniencing others, and by the time those couple hours are up, the impact of trolls will be less significant.
