Necro yo.
Yeeh the glamour restrictions annoy me to no end. Currently finished levelling MCH and now levelling BRD i have looked through some of those aiming sets share the looks of the tank sets... with one exception. The fending versions are stuck with a coat while the aiming ones are just the top/vest.
The armors in question is the Late Allagan pvp set and the Ghimlyt Dark sets. And these are just some of them.
Then there is as OP mentioned sets that are found on NPC's that are impossible to make for players. One example being the caster/healer Griffin pvp set helmet found on Ala Mhigan soldiers and the Hussar set restricted to DRG which is found on the gunner/MCH? Hilda.

I think removing the class restrictions would end up the same way as things like pvp. The 110/130 stuff was unique to every class, then they transitioned to "role" gear so now there were only a few unique sets that they shared. Removing class restrictions would probably give the devs the idea "well we just make 1 now and everyone can use it and is happy, right?"
I'm ok with this as it doesn't mess with actual loot.
Right now they use glamour restriction to reuse designs by just switching the roles as well as using the same design for multiple roles in the same set. So yeah, I think removing the restriction might make them just use one design for the entire set.I think removing the class restrictions would end up the same way as things like pvp. The Lv51 crafter/gatherer jackets have the same design. You can use those.
NPCs just generally don't seem to be programmed as actual classes though. There's some other system in place that lets them draw on everything.
I know about those, its just that the particular version with the red scarf is wholly restricted to DRG. And constantly seeing npc's with impossible outfit combinations just makes the devs feel hypocritical for upholding the arbitrary restrictions.
They are already reusing designs, some dungeons got just on unique set with minor variations. While most still have 3/4 unique variations where which role shares which looks is completely random. Then there are also the reused sets from older content. And i actually do doubt that they would just go down to one set every dungeon/raid since it would undoubtedly enrage a lot of players after a while.

That's...what I said.
Dungeon sets are not that important in terms of stats, so the main reason to have multiple designs is to differentiate between the roles. But if everyone can have the same design, it will be a cost saving move. It's not like they haven't done things to "enrage" a lot of players, like cutting the number of dungeons. And i actually do doubt that they would just go down to one set every dungeon/raid since it would undoubtedly enrage a lot of players after a while.
Fully agree with the OP. Just let weapons be class restricted and free the armor.
I'm going to be honest, I'm not super invested in glam in this or any game that has it. Having said that, I do like my character to at least match and look cool enough to live with. I have like, 2 outfits. One for combat and one for gatherer/crafter.
The job restrictions means I just stick to the all-class stuff and completely avoid any glam that can't fit all of my roles. The selection is much more limiting than if we had all of the options open. This is probably a me problem, but I'd like to see them unlocked.
The job identity argument kind of doesn't make sense to me though, since we have a lot of mogstation or otherwise sets that can make a caster look like a tank or vice versa.
It's certainly going to be limiting if you want a single "combat outfit" that you can apply to every class, but if you want to make job- or role-specific outfits then there are a lot of really great pieces that are restricted to certain roles.
My own feeling is that - sure, it would be fantastic if there were no restrictions, but the fact we do have them just means we've got to work with them and find stuff that works. Not having access to everything isn't the same thing as not having a variety of options.
