The Lv51 crafter/gatherer jackets have the same design. You can use those.
NPCs just generally don't seem to be programmed as actual classes though. There's some other system in place that lets them draw on everything.

I know about those, its just that the particular version with the red scarf is wholly restricted to DRG. And constantly seeing npc's with impossible outfit combinations just makes the devs feel hypocritical for upholding the arbitrary restrictions.
They are already reusing designs, some dungeons got just on unique set with minor variations. While most still have 3/4 unique variations where which role shares which looks is completely random. Then there are also the reused sets from older content. And i actually do doubt that they would just go down to one set every dungeon/raid since it would undoubtedly enrage a lot of players after a while.

That's...what I said.
Dungeon sets are not that important in terms of stats, so the main reason to have multiple designs is to differentiate between the roles. But if everyone can have the same design, it will be a cost saving move. It's not like they haven't done things to "enrage" a lot of players, like cutting the number of dungeons. And i actually do doubt that they would just go down to one set every dungeon/raid since it would undoubtedly enrage a lot of players after a while.
