We can only really theorize on its effects on performance. Only the dev team would have a solid grasp on how they would implement it and what effects that would have on the game with specific knowledge of FFXIV's code and servers in mind. We can only guess as to whether or not having to dynamically show or hide glams in populated areas would cause performance issues or not.
