Have you never considered that many people are simply not interested in endgame?
FFXIV draws in completely different kinds of people than games like Rift or WoW.

First off, it's part of the Final Fantasy series, mostly single player games with heavy focus on story, characters and world building. Many people play this game for the story alone and ignore the MMO aspect, they only use DF to get through the neccessary group content and that's it. The rest of their time they spent enjoying the story, crafting in peace or whatever. But they don't even take a second glance at endgame content.
Secondly, it had set different priorities from the start. It was never endgame focused and at launch there wasn't even PvP. It's not designed for highly competetive players. As such it naturally draws in players who generally enjoy casual fun and prefer to play alone without worrying about group coordination or improving.

Savage clear rates don't really reflect the difficulty, they mostly reflect the interest of the player base.
And if clear rates are below 1% that only means that a very small part of the playerbase is interested in endgame content in the first place. People who are interested in it don't even need a static to clear in a timely manner. Pugging it works just fine. Sometimes even better than statics. Many of my friends actually clear much faster via PF pugs than I do with my static, most of them progging E8 now.
