Silent kicks have been the bread and butter for difference in playstyle.

People are free to report anyone for whatever, but in the end a GM should not take action against those that did remove the person, since without evidence how can a GM confirm or deny abuse happened? They cannot, so no action taken is the only fair thing to do.
