That's assuming a GM even bothers enough to contact the offending player(s). I don't expect most to read that, but I bet that without proof of malicious intent, the GM's won't even slap the offending player's wrist. Not without reason.

I report players very often and get live responses every time. I have even seen a GM in action (as in them loading into the zone to investigate).

You can assume all you want, but you don't seem to have anything to back it up but more speculation based on personal preference.
