It is really not intuitive. I also wondered what the skill is good for and asked an experienced savage raiding Red Mage - and he didn't know either, despite his 90% logs xD

However, I eventually figured it out when I was reading the tooltip again after I don't know how often times that the range is bigger.

A more clear description would be nice, maybe you should open another topic about it in the Localization Forum.
