
These both seem just so... wrong, unless your goal is to worsen the job.
6% mitigation over 10 seconds, for instance =/= 10% mitigation over 6. Damage intake is not a constant stream, and 10% is already dangerously close to irrelevant. And, important to your lifesteal, neither is damage output constant or unvaried. 25% of a FC, IC, FC is worth a whole lot more than 12.5% of a FC, IC, FC, and SP combo.
I mean, just consider -- would you rather have Vengeance or 30 seconds of 10% mitigation? Would you rather have No Mercy over 15 seconds, just long enough to fit with your other burst CDs, or halved in effect but extended to 30 seconds? I would think this more obvious.
Onslaught costing only 10 gauge leaves you with either of two issues. Without further tuning, it makes Onslaught obligatory on CD. (RIP Warrior mobility.) With further tuning, it makes its use irrelevant to Storm's Eye windows, all without making it any more worth using for its own purposes. At present, on-CD Onslaught use saves roughly a GCD per 22 seconds. If anything, the effect should probably be heightened, not crushed even flatter (to per 44 seconds) in the context of double-Infuriate. You'll have removed its potential punitive interaction with Storm's Eye but also cost it the ability to delay/counter Storm's Path (over)capping. ...Why?
