As for people lowering their ilevel to get easy content because they're too Bad to do things even remotely requiring thinking: They should set a minimum ilevel based on your current level, so you're eligible to be put into any that are available to you. I.e., if you're level 60-69, your ilevel has to be at least 235, so you can get into the 50 and 60 raids. Tired of getting crappy boring raids because some loser doesn't want to play for an extra 5 minutes.
