They might be planning something similar with their instanced dungeons/raids they're designing, but having this kind of option on the world map might be good and give more options to the hardcore players while leaving options for the casuals (it's not like they don't have a lot of empty/useless space to fill up).
I like the idea, and it does seem to be the only way to make everybody happy with changing the least. But instead elite versions of already present mobs, couldn't they make new monster models? They need scarier and menancing mobs if they're going to need parties to take them out.
