It'd be silly to think that cash is not a part of the equation here regardless of what was done and said. No one is intentionally being greedy, but above all else, what needs to be remembered is that SE is a business and revenue is demanded from each and every project decision. Yes, savage raids can be called revenue because it is content that keeps players playing and paying a sub. A business cannot survive on pure fan service, but female viera (in all its obviousness) is a smart fan service business move as is male Hrothgar (with the dying WoW playerbase). Female Viera will appeal to those who play female characters and female viera diehards. Male Hrothgar will appeal to WoW players who are looking for another MMO to devote their time to. Fantasia sales will be (one hopes) tremendous.

We can all sit here deluded by the idea that SE does nothing for the sake of money, but at the end of the day it is a business. It has employees. It requires ideas that motivate income.

Oh cash is absolutely part of the decision. It had to be part of the discussion they had when deciding on if they wanted to add just one race or two. They've said as such when they gave their explanation; they had to balance out their want to add something for the fans (viera), adding a beast race (which was something other MMO's have and FF was lacking), and deciding that their staffing levels would only allow for designing 1 male and 1 female options. They're all business decisions, including considering what would be the most enjoyable for the player base at large.

Money is always part of the discussion for business, but I think they made their decision based on the logistics of the situation and a broader look at what they wanted in the game rather then "bunny girls will move those fantasia sales! Get to it!"

But bunny girls will move more fantasia sales and I doubt that went entirely unsaid as SE navigated this and that's okay because they're a business.

I've been saying it for a long time now but if you start from the place SE started (adding Viera and a beast race) and then add in that you're unable to do more than 2 unique models worth of work you come to the logical conclusion that female Viera and male Hrothgar are the way to go.

Not giving female Viera is basically not an option, even if they released all the race and gender combinations female Viera would sell the most by a landslide just by looking at current game demographics. That basically makes the choice for you - okay, male of the beast race.

They may have been given how popular male miqo'te are since they currently fill that "trim, athletic" look. A beast race was something that the game was missing though and there was apparently enough data to back up their decision to develop one. Not to mention that it'll give another option for a larger character other then Roegadyn. Elezen, Midlanders, Au'ra, and Miqo'te are all on the slim side. Lalafells are...lalas and Highlanders are just kinda slightly bigger/broader Midlanders so something else at the larger end seems reasonable from a visual design standpoint.

Why? From I understand there has never even been a male viera seen ever. Viera is already established (female specifically), like a long time established from what I can tell - so is Hrothgar. What about the Bara community? There are tons of people who want male Hrothgar.

Females have only been seen but they are not specifically female, we all know that from all the lore. Besides, this argument doesn't work for Hrothgar - we know that female 'Ronso' exist and have been seen in past games. But honestly, if Hrothgar was first then they should have rolled out Hrothgar. The issue is that they added in Fran in the 24man - they shouldn't have done that if they were indecisive on what race to add, best to have one whole race in my opinion and wait for the next.
