And you've hit the nail on the head.

They're there to handle outright, direct harrassment ("You're stupid and should uninstall the game") and anything surrounding in-game admission of third party tool use. I've never heard of anything being done by GMs outside of those two things.

I even once filed a harrassment complaint against a player because a friend of mine was playing on ps4 with no keyboard and since I wasn't the player targeted by the harrassment they basically told me to take a leap.

The reason why the GM didn't do anything is obvious. The targeted player has to report himself and not some third party.
