So essentially, you're telling me I can piss off an entire instance, disrupt everything while being polite and not harassing a specific player, and that's allowed.

Yes, you actually can. It can easily be interpreted as them having a different opinion than the entire players in the instance. Even if they're disrupting the gameplay, they have to explicitly state that this was their intent in chat (e.g. portal snipers for BA can only be reported if they explicitly stated in chat they're taking it to disrupt the party going in).
