So essentially, you're telling me I can piss off an entire instance, disrupt everything while being polite and not harassing a specific player, and that's allowed.

Make sure you're reporting to the correct category too, but it may take awhile to garner a response if you get one with all the transfer/world visit stuff likely backing support up quite a bit.

They're there to handle outright, direct harrassment ("You're stupid and should uninstall the game") and anything surrounding in-game admission of third party tool use. I've never heard of anything being done by GMs outside of those two things.
I even once filed a harrassment complaint against a player because a friend of mine was playing on ps4 with no keyboard and since I wasn't the player targeted by the harrassment they basically told me to take a leap.
You can blacklist them after exiting an instance. It's not the best method, but the feature exists. I'd encourage you and others affected to do so if the player's that much of a bother. Otherwise, at best, continue reporting them, I guess?
We don't know what they flooded the shout chat with exactly, just going on your words OP. If you had some screenshots of stuff being said (with names blacked out), sure you might get more support for your cause but for now we are only getting one side of the story. If "at least 20 confirmed reports" have been sent, then the GMs will handle it otherwise it probably wasn't that big of a thing to begin with and seems to slowly becoming a personal vendetta against the person you think is a troll.

Yes, you actually can. It can easily be interpreted as them having a different opinion than the entire players in the instance. Even if they're disrupting the gameplay, they have to explicitly state that this was their intent in chat (e.g. portal snipers for BA can only be reported if they explicitly stated in chat they're taking it to disrupt the party going in).

In the old days of MMOs, reputation mattered. I guess nowadays with world visits and the like, it's easier to do things like this.
I would blacklist the person, and encourage others (who are upset by this person) to do the same. If no one can see their chat, they become invisible.

So I'm just gonna assume it's not possible to blacklist anyone in the instance. When making the report, I would strongly urge to include that so the GMs can forward this tothe devs and they, in turn, can implement the feature.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.
