I'm not exactly keen on the idea of a lottery system, but this is exactly the problem people are hoping a lottery will solve.

I understand that but if lottery gets introduced people would still be complaining because not everyone can be a winner. Before the placard timer was introduced people were complaining because they rarely saw open plots. People are going to keep complaining as long as there is a housing shortage because the ward system is unsustainable. As long as we have only the ward system, any fixes SE introduce merely trade one set of complaints for another.

Instanced housing is the only way to make a system completely fair and stress-free.
