Adam Jensen was Eidos' product but now, Deus Ex is Square Enix. Meaning SE isn't the one dictating designs and hovering over people's shoulders saying they must have pale skin and fair hair. Someone from the company itself overseeing marketing and long term projects could say to the design team, "This wont work." But they are not there with a pen and paper drawing it out for them. That's the character designer's job.
