That pretty much did happen, yes. The one exception is selling to people who already own a home, and so can bypass the timer. But that's a much, much smaller market.

Once again, nothing's changed for sellers. And as I said above, FC house trading as been a thing since 2.2...

The plots no one wants to relocate to are in the Goblet. Therefore, players that desire a house only really have a shot at the plots that are available in the Goblet. These players do not typically desire a plot in the goblet because it's arguably the worst housing area to be in. Therefore, players who manage to get their first house in the Goblet sometimes (often) pay another player with a more desirable plot so they can get out of the ghetto that is the goblet.
I've never said anything about buyers paying other buyers to leave a placard alone or anything remotely similar. If you still want to believe that players don't pay other players in order to relocate to a more desirable plot, then you probably think players don't get involved in RMT or content sales.
Anyway, lemme say it again for the record.
Sellers are no affected by the new rules, because they can still sell FC houses just like they always did and they can still sell a personal plot to a player that wants to relocate out of the terrible plot they got due to the new system.
