If it was designed for premades there would be tools to make one. Look at the description of the content again. Does any of that fit with the entire alliance having someone call out mechanics over voice?

They probably will later, all things considered. Especially once the hype dies down to do it and people aren't able to gather enough in PF. So then people just randomly join when they feel like it. Just a lack of forethought. More people will also have to use the "exploring dungeon" finder within the instance.
