Most of the time, yes, but you can beat/mug them without them using their skill, or even without Quistis in the party. And there's Card Mod.
It really depends on how many spells you can learn that way. If it's one or two, that's a nice nod, and it doesn't really betray the justification. If you can learn a high number of skills with quests and items, it's a little more problematic. It still doesn't change the "choosing your spells issue for matchmaking", though.
On a sidenote, the balance issue is not tied with how BLU learns its spell, but the specific effect of some iconic ones. (Lvl 5 Death being the most famous example)

Those aren’t new quests. Those are the two MSQ that you
Play as Alphinaud and Y’shtola in:
“Emissary of the Dawn” is the Patch 4.3 quest with Alphinaud, and
“Will of the Moon” is the patch 4.4 quest with Y’shtola.
There was an issue with the duty list displaying in Japanese while you’re in those quests’ respective instances.

There are the terrible 2.1-2.5 MSQ as well as the HW MSQ once the cap raises to 60 (as they have said they have planned already)
do you think it is because of HW having lv 50 quests that is why they restricted it it's the only thing that seems consistant with the locking of blu outta things if it has something to do with HW or SB be it level, zone, creatures it is locked out of content that might enfringe on these
Well yes, but whether BLU sees the skill or not is something that has varied a lot in FF (Quistis in VIII doesn't have to see the skill, neither Quina in IX or Kimahri in X). But they still have the element of "collecting skills by beating certain enemies". What I'm considering "true BLU" here and what the totem system likely goes against is the idea of collecting skills by going after enemy mobs and bosses (regardless of how the skill is collected when you face them).

When you buff Monk but it doesn't even matter for people who use the class frequently.
It's mostly just enmity reduction, which hasn't been an issue. But the buff Assize is pretty nice.
And I suppose Plenary Indulgence is more useful, since the confessions don't go away before you can get a reason to stack them.

Nah, cause a BLU can be in an HW, SB, and even ShadowBirngers zone (once its out) at level 1, another job just needs to get their first.
