Exactly, which is inconsistent with the justification behind their current restrictions. (that a real Blue Mage job HAS to be implemented with direct enemy observation in the overworld and thus cannot be balanced)
If a REAL Blue Mage has quite a bit of history and factors contributing to it and differing methods of implementation and balance, some of these overall restrictions and design decisions make less sense.
