True, but there are different types of gunblades. The ones you're speaking of seem to be standard issue for the Garlean infantry. Others, including Regula, Nero and Gaius seem have some fancier gear.

I would also consider Regula's gunblade summoning a giant magical blue tiger thing to be a 'ranged' weapon.
