True, but there are different types of gunblades. The ones you're speaking of seem to be standard issue for the Garlean infantry. Others, including Regula, Nero (though not recently) and Gaius (presumed dead story wise) seem have some fancier gear.
I would also consider Regula's gunblade summoning a giant magical blue tiger thing to be a 'ranged' weapon.
Gunblades have some ranged capabilities, yes. But they are largely meant for melee combat with most (not all, but most) ranged attacks being used up close and personal. Basically the equivalent of having a shotgun on your blade.
