Don't "gotta" do anything. Kick more.Problem is you make it sound like it happens often which it doesn't though. If it happens a lot then that means the majority of people have subpar skills then the problem is you. Majority always rule after all. Knowing SE they will cater to the majority as there is more profit in that. They are a business not your friend.
Also, you have the right to say someone is wasting your time but they also have that right no? It goes both ways. What point am I trying to make? Well gotta take the good with the bad if you play an MMO with random strangers. Pretty sure every game has this problem and there is no real solution no matter how much you complain.

If they're bad enough to get kicked, you're not going to get someone just as bad or worse as a replacement. And don't shy away from kicking a healer or tank, either-- if it takes more than a minute to replace them, you can bail on the dungeon without penalty (due to not being at 4) and requeue.

As a DPS that gets long queue it's not a good option. People are super sensitive nowadays and I learned to tolerate it. Personally, I don't like being dead weight so if I find myself not up to par I mostly avoid the fight/content if it's optional. I been leveling a tank job for fast queue but I dislike the role and will not be using it for content outside of exping.

What you just posted has nothing to do with the conversation. Tolerating people that don't know the basics of their job is the very source of the problem of players that don't know the basics of their job advancing in the game.
They need to be kicked, for their own good.
