Rising Event

I think it happened quite a few times in the past. Where one translation team adds more details than another. It happened quite often in patchnotes.
My bet is that the game is translated directly from Japanese by the teams, and not Japanese -> English -> French/German.

By the way I'm just sharing the information I found. I may make zero sense but that's just how it is. I don't know why I would waste my time and everyone's, sharing false information =/

I never said you were spreading false information? I said it makes no sense. Please don’t put words in my mouth.

It does say that in the English language version as well, though. Check with the Rising attendant, any city: The Calamity Retold > Joining the fray.
As for why random spawning? I have no idea. Perhaps they think that at some point no one will do it if it's open all the time during the event?

The corresponding English text reads:

The military exercises are being held throughout the duration of the rememberances. If you wish to participate, you may do so by registering with a Rising recruiter.

Hence my confusion, since there’s no mention of a random spawn factor. Saying “being held throughout the duration of the rememberances” doesn’t translate to “the NPC is going to spawn randomly” to me, personally. I interpret it as meaning “the instance will be a thing throughout the entirety of the event”. Much like other event instances.
