In some cases, including the mob in HoH floors 21-29, yes you're right, even though ping/latency can happen and hit you anyways on occasion. In some cases, such as the Antlion in Gazellskin Maps, you need only be out of melee range. I forget the specifics with those Qiqirn in The Peaks, but it might be the same as the Antlion I just mentioned, and more examples also escape me at the moment, but shit happens. The effect can and might come along, especially if you do something solo on Brd.

With SB, Hawk’s Eye probably wouldn’t have kept the Accuracy boost anyways, since they removed that stat from our secondaries. They probably would have removed it from HE entirely, if BRD had been allowed to keep it.
Perhaps, perhaps not. Just as likely that HE didn't (before SB) or wouldn't (as of) count on the ACC stat now turned DiH, but rather made the hit rate 100% regardless.

Here's another example of when hit rates are a thing: level disparity. If an enemy is at least one level higher than you then it has at least a chance to dodge your attacks. Had HE been kept with the 100% hit rate built in then we Bards could have ignored that.

However, this is all somewhere between speculation and anecdotal, and gets us no real answers as what HE might look like right now, or even if it fits as any decent analogy or comparison to what I've been saying with Stoneskin.
