In that case, they either need to overhaul PvP again or stop bothering altogether. No other PvP game employs a system where you queue for two weeks, then sit on your rank for four months. They all have some form of rank decay (Halo) or competition itself is the game not the rewards (Overwatch).

There is no such thing as people queing for 2 weeks and sitting for the entire rest of the time (at least for top 100). The season also doesn't even last 4 months, barely over two.

Just goes to show people who don't play the Feast are throwing around random numbers to force a narrative

rank decay is something that is needed though.
