I'm not sure if you're understanding the issue.
Each item contributes X to the ilevel. This player met the minimum ilevel of 50 for LotA with only right-hand gear and their weapon. This is because of the gear power creep.
If you have a level 70 character, it should be wearing a full level 70 left-hand gear set. If you can cheese the ilevel requirement with no left hand gear, there's a problem. In the leveling roulette, there IS NO iLevel REQUIREMENT. So it's entirely possible to get someone wearing nothing, in a level 66 duty. The roulettes should be disabled if the player is not wearing a full minimum iLevel left-hand gear set that meets the highest cleared duty for that roulette. eg If you've cleared LotA, Sycrus, and WoD, then you should be wearing all level 50 gear, ilevel 120 gear to do the Alliance roulette. If your job has not yet reached that level to enter that duty, then the roulette will drop you from the duties that you don't meet the level requirement for.
It's not asking very much to at the VERY LEAST, to make ARR, HW and SB minimum Level/iLevel requirements. To play HW content, you should have level 50, iLevel 130 gear. To play SB content you need at least level 60 ilevel 230 gear, because that is what ARR and HW content syncs you to in expert roulettes.
But you also need to consider the fact that the iLevel of gear creep means that players can avoid "hard" content by removing gear at duty registration. At the very least block players that are not wearing full gear appropriate for all content in the roulette from being able to queue for the roulette. If you're level 70, and queuing for Alliance Roulette, you should have at least ilevel 305 gear. If you're level 69, and queuing for the Alliance roulette, then Level 60, ilevel 235, in all slots should be the minimum. Hismena in Idyllshire, sells Shire gear at level 60, ilevel 260 gear.
