    Per world per service account. You can still own multiple houses on multiple worlds.

    I think it's a wait and see thing. We'll see how many fcs actually qualify for purchasing plots (4 members, purchaser not in an fc with a house on any other character), but you'll likely see a lot fewer personal mansions after this depending on if the fc only designation blocks personal relocation as well.
