It's just not fair for anyone to own more than 1 person and 1 FC house in a game where there's 72k plots for 300k accounts.

I think your math is a bit wrong there.

30 plots per wards, 2 subdivisions, 18 wards, 4 housing areas, 66 servers.

That's 285,120

4.2 will be adding 95,040 houses.
