Dev team and raid designers watch streamers during their progression, and guess what? They see that they are using parse (ACT).
Did they say anything bad about it? Nope.
Dev team knows the importance of parse to those doing progression. These people are not using parse to abuse other players, they are using it for themselves.
Serious players that want to finish content need parse, and they are using it well. Dev team cannot make parse for everyone because they know that 'some' people will use it for the wrong reasons. They cannot filter out the good players from bad players, who needs it and who doesn't.
If players need it, they will use 3rd party programs. It is a gray area, they said that you can use it, but keep it private (Between yourself and your static/friends). Don't speak publicly about it in game or you can/will get reported.
The reason it is not added to the game yet it because the players overall performance is low.
Low performance + everyone can see it = Harassment. Which is what the dev team are trying to avoid.
If they added an official parse, it should be used for endgame content only (Savage/Extreme/Ultimate). And any player joining is agreeing that they are going to be parsed.

People and groups that want to legitimately benefit from a parser shouldn't be held back by a minority of toxic players. A toxic player, whether they have a parse or not will ultimately be toxic. Parser, or no parser. The typical "Go back and learn your job and how to play the game" type people on 1 wipe in a normal mode, story raid/dungeon are the prime example. Report toxic players and move on. Rules just need to be enforced hard enough and people probably won't bother being toxic about it.
Players with any sense of maturity and understanding will know how, and how not to responsibly use a parser.

This is what it really comes down to. I've said this a few times and I'll keep saying it because it's undeniable. The general player base, the casual crowd that the game has been largely catered to, is overall not good. It's harsh saying it, but an overwhelming amount of players beyond level 50 are terrible players at that level. Part of that is on the devs for making content too easy, and part of that is on those players for not taking initiative to get better.
I'm on my phone, so I have no way to edit that post, but let me continue. Remember when players wanted to nerf Shinryu? Not even the ex version (though somebody posted here about that too). Why? If it takes you more than 3 pulls to figure out how to not get hit by the tidal wave, then that's 100% on you. If you can't figure out to keep your songs up as a bard, use your procs as a rdm, go into fists of fire as a monk, etc., then yes, you are amongst the casual group that does not play good.
a parse will never be implemented,but a 3rd party programm will always be used,you cant clear any savage with randoms that faceroll their keyboard.

The problem is,most of people,even if you tell them nicely,will just get mad if you tell them the numbers are not good.
