Many times the people that are "pro-parser" start mentioning the "weeding out" is in response to posts that argue that players will get flamed for doing tragically low DPS, and that even they doing less than their combo have the right to clear content without being poked at for not doing a thing you need just one finger for correctly. Sorry, but if the anti-parser crowd brings up an argument, it's clear that the other people will talk about it, too.
If it would be the DPS that would avoid the queue, then it would actually be very good for the queue time. There is a massive excess of DPS caused by various things, and anything that would remove those excess DPS would speed up queue times. And if the ones left would mostly be the ones confident in their ability to do at least averagely, then the content would be cleared faster.
Then again, everything here is set behind duty finder, really, so people WILL use it, whether it'll cause them gripes or not.
Also, sorry, but anything short of high-difficulty content is not going to provide a lot of self-improvement. Reason for that being that those are group-based duties and unless your performance have a major impact on them individually, there is little you can gain from them. A tank or a healer have more opportunities to get better, but DPS do not. Even if they will fail, the group will still go past it. If they don't care about doing the content fast, why would they think they need improving?
What is necessary to improve is a SOLO content that is DIFFICULT, thus trying the individual player, where it is all about his skills (or lack of them thereof). A very difficult content can lead to wipes due to a single persons failure as well, but the responsibility is being hazy often, and when it's not, then it's due to mechanics that don't help getting better DPS either (like dodge this or stand there).
Yes, no one wants to look bad (actually, there are some people that do, but there are quite many that just don't care). That's why they will try to get better once they see they do poorly. It's called a "shock therapy". It's used in many situations, and so long as it's done properly, it is the quickest and most effective way to get better. The drawback is clear however that people with certain social or mental issues, like social anxiety or depression, may go the other way around. But hey. The first one is what I have, and I begun playing MMO's and begun participating on forums to try and get over it (or lessen its burden), which I managed to a certain degree. The latter is something that requires medical attention as well. No one will help anyone unless they try and help themselves first.
Back on topic, I've made a few posts on this subject in the past:

I honestly don't think we will get an out right in-game parser at this stage without a very major u-turn from Yoshida. A party wide one is just going to light a fire under the populace and whilst I personally don't think there's any reason not to have an optional self only private parser of sorts in the game that's usable in proper content. Again that's a highly sensitive subject for some.
IMHO my favourite approach now would be a blend of the above two suggestions I made:
Anonymously log every last player's potency per second across the run whilst in instanced content. Use that to build an approximate series of rankings similar to the logs percentiles for each job. Take that and score a player at the end of the duty. Nothing precise or offensive, simply S-A-B-C-D-E-F or such.
It'd be effortless to implement, completely gear agnostic and most importantly, it'd be a good subtle way to give feed back as to how well or badly a player might be performing. Frankly I wouldn't even put achievements on it to minimise the agro potential of it.

Yes I got shut down by the first few pages of a single thread in regards to my overall experience on the forums regarding parsers. Again, I've said my part for the nth time on these forums and feel free to disagree.
Please understand promoting parsers for self improvement purposes is not the same thing as asking for them for those reasons. These people have already agreed that they might be able to improve with them. Our experiences probably vary.

The large reason that people play DPS also: when they perform bad, they can blame other DPS, Healers or whatever and get away with it.
As a DPS player, i'm all up for faster derps queues! \o/
I'm pretty sure that those people don't raid Savage content, aside from few examples. They should be save in EX Primals, Expert Dungeons, Normal Raid Dungeons, 24-ppl Raid /etc. No one will point fingers at people in those instances.
p.s. They can also form a party themselves with rules like "no rage, practice party 1st time" etc.
MCH/BRD/PLD
My stance on parser is this - If you're a friend...and I know you well enough - i don't have a problem with it.
If your some random? You better be very polite and very clear...because i'll report your ass otherwise.
Parsers to most people (IE: the mob) give them an excuse to be idiots....to judge....
I'm not in the mood to be judged...I play the game for fun. I'll have my bad days..and my good days...I may mess up..I may be slightly inefficient...but I'll do my best.
I'm not interested in someone's "opinion" over my performance of a subjective amount of data.
thankfully I've not been subjected to this...either because I'm doing fairly well or...somethings broken on my end and they only get "read only" data....suits me just fine either way.
Self-improvement is one thing. using it as a baseball bat...will make you enemy's very rapidly.
I am NOT in favor of SE implementing a solution - id rather they focus on content/fixes/housing/etc.
PS: And honestly this is relegated to savage/ultimate content...which is an area I'm staying away from until I feel like I'm ready for it anyway....really has no place elsewhere really. And that kind of content will be wit friends/private parties anyway.
Enemies* btw
Randomly suggesting corrections on anything to strangers on the internet can do that though. It's nothing to do with parsers in particular.
For instance, grammar police as I exemplify.
As already pointed out, this is not a question of personal "experiences" or feelings. You claimed:
While anyone can surely open any parser discussion thread, and I can bet within 10 random pages you will find conversation about promoting parsers as a tool for self improvement (unless the thread has derailed or that particular part of the thread would somehow happen to be discussing a very specific issue). You made a claim and its truth is not difficult to check.
(Also, I don't know what you meant with "not going to bother with me", but this is in no way personal from my side, I have no idea who you are and no opinion of you as a person, I'm only replying to what you write and I suggest you do the same. Or not, if you don't want to.)
