You probably shouldn't view the patches like that. The patch structure is also laid out that way by design. Just like raids being even patches and 24man being odd patches, PVP content (and I think crafting/gathering content) is always placed in the .X5 patches in order to allow those that do PVP to enjoy PVE content first before diving into the PVP mode. It hasn't been delayed, and it is part of the 4.1 patch.

I will admit that if you do view the patch the way you are then it may look sparse, but SE has decided to space the content out over the course of the patch in order to generate a constant stream of palatable content rather than big patches with gaps in the middle. If you look at the patch as a whole, rather than picking just the first wave of content you will see that there is actually enough content and a good variety of content for different players.

As far as I know, the intention was for all of these things to be released with 4.1, Eureka included.

I was always under the impression that the in-between patches were for hot-fixes and other small additions (such as crafting things, etc), but I guess this is sort of the way things are going now.

Honestly idk what people want from this game, I mean on one hand they could've made the base difficulty of the game higher so content requires more thought than AoE spam and basic rotations but no one wants that so the only alternative people could be asking for is more endgame content which they simply can't churn out to everyone's standard. They could do a WoW and bring patches out every year or a half but people won't wait that long so really what can they do about it?

Well all I know is that since feast launched in 3.21, the seasons have been from .X5 patch to .X5 patch, and additions such as the new map have coincided with the end of a season.

We do know that the devs are pushing for more content in the .X5 patches however based on latter end of 3.X (3.45 and 3.55 being small patches in their own right)

It's from 2.4 that they started this trend of delaying parts of the patch till later to better spacing out content, also take note that the 2 weeks delay for ultimate are probably in response on a part of prog raiders that would like to have a warm up time to complete story getting gear sorted out before the prog starts.
I know LaylaBell wanted this, personally I don't agree but w/e
