I think his point was more that you cannot reintroduce systems, some of the content in 2.1 was because 2.0 was just coil, 3 HM primal, 2 dungeon and nothing else, the rest was all delayed to 2.1, not to mention that 2.0 had many reused assets from 1.0 hence it cut dev cost down quite a long
You want to know what's funny? Boredom with content is exactly right. I'm going to show two different examples of two of the same genre of MMO, but in different lights. Gonna bring FFXI around too, even though it's discussed many times and while not everyone wants it, it's the fact that content has since changed at its time. While everything in XI is now recycled and getting to that point of recycling, let's take a look at FFXIV and FFXI as expansions released and 10+ years had passed for that mmo.
FFXIV since ARR:
1) Housing. Hasn't changed. Gonna get it sometime in a later patch.
2) Relics
3) Relic weapons, but they shine now! (ooooooooooooo the crowd goes mild)
4) Raids story mode
5) Raids savage/hard mode (except coil, as that's the ONLY content that was story AND gear driven content. weekly lock out of content loot).
6) 24 man raids (oh man! another weekly lock out piece of content!)
7) Primal story mode
8) Primal extreme mode (ilvl below current tome gear and raid savage content. no lock out)
9) Dungeons (loot below ilvl and mostly for tomes)
10) Hildibrand (same agent, different zone. Mama hildy still best though)
11) QoL (most being necessary for raid, and every day things)
12) Fates! (whoo! more stuff nobody asked for, but we're getting in every part of the mmo!)
13) More minions!
14) Crafting stuff for crafters!
15) More tomes on later patches
16) Tribe quests for beastmen
17) PVP (new game modes but nobody will do outside the bots and win trading pvpers already in pvp lol). Also leveling purposes.
Now, most, if not all these can be combined together. Primals, normal raids, dungeons as one. Savage content and 24 man raid for gear has weekly lock out. That's a second.
Not much else has really been "new" or what devs idea of "cool" is the worst. Diadem was absolute garbage and was basically a random generated loot with generic rng stats and fates of the different zone. NOBODY and I mean.... NOBODY. ASKED. FOR. VERMINION. NOBODY. EVER.
If anything, I'd rather they just bring back Hamlet defense. THAT, at least, was fun and required a lot of players both casual and hardcore to enjoy the content at all fronts without any issues outside the normal glitches you ran into.

Now again, I'm not saying I want XI reborn. These are mostly examples of endgame content that could be added. Not THESE specifically. But NEW content that's not re-hashed based on old content. A lot of the content still remained relevant to the game after the ilvl and level went up to 99.
However, the problem is that FFXIV wants to stay the same, and rather than take too many risks or want for more casual content with less to really do, endgame wise, they are continuing to push new players into the game, which is fantastic, however, those new players, just like your current vets, become vets themselves. When they get to the end, the same problem will happen. They get bored, have the same issues we all have, and then end up leaving.
Guess what squeenix does?
Brings in new players!
And guess what happens to them?
They become veterans when they reach the end!
But what do they do?
They leave or log out and come back a patch later to the same content we had similarly a patch or two ago.
NOTHING in FFXIV changes. I stay because of the endgame content I do, however, it's boring only being able to run endgame twice a week. At least with XI, I felt like there was so much endgame to do, and I would log in to play and enjoy endgame more than twice a week. Once we clear or finish the endgame content in here, we log off for another week till tuesday as there's not much to do with lock out content.
I want more variety. Not exactly XI, but a change that we can see as both veterans and casual players.
And getting less content is not helping their expansion. The hype feels like a huge let down so far, and it's only 1 full patch into Stormblood since May.

I don't need to talk about grinding XP. It's wicked easy in here compared to XI. And I'm thankful for that. I don't want to see relic weapons have the year or three to obtain like they used to be. Nobody has time for that anymore as we're not kids in this age lol. But variety helps quite a bit in a game title.
Edit. Apparently there's a limit even further after the limit you reach when editing. Like 4000 characters or something. So had to split it into multiple posts lol.

I don't really get why people are so discontent with this patch, I think it looks great to be honest.

And in 4.15 we get

To be honest, i couldn't care less if they put in 10 dungeons or no dungeon at all.
And even the Primal and 24man Alliance raid, i don't really care about that much. Although i hope 24man raid will give some good story.
But all of that content is going to be outdated soon anyway, and noone's gonna give a damn about it.
Who will care about the 24man in 3-4 months when we can simply buy better crafted gear?
What i do care about are those Quality of Life updates.
So many HUD improvements, new Emotes, new Currency Tab, Bard Perform too. And i think there was something else?
These are the things that will stay with us for the entirety of the game.
Eureka missing is disappointing, but i don't think the patch is bad because of this.
And in fact, i'm quite excited for the Ultimate Raid!
This was the most disappointing to not hear about.
I do look forward to doing even more coil now, and hope it returns to what it was. Gear with a great story. The best part was clearing the story and getting to the end, but still being rewarded gear too for it.
And I'd been asking for Shinryu Primal Extreme. Weapons matter not to me. Neither does dog and not farming a junk drop rate. But if it drops, it drops!
there will be no story for the new coil battle, they mentioned that to not leave non-raiders behind

A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
