They could just split the VIT into VIT/STR at a 50:50 ratio.
For example, the Lakshmi accessories are 120 VIT. The accessories could be 60 STR and 60 VIT.
Just move the scaling to the gear and lock it for tanks.

that will make tank so squishy and they have to careful balance the hell of of future raid so it won't 1 hit a tank while still prove some threat for DPS, or else DPS will just ignore mechanic and let healer heal through it
Actually, it won't make tanks that squishy. First, you are losing about 10k from not wearing vit accessories so you may lose say 5-6k HP. You should still remain above the 40k mark if this happened. Second, there are tanks that are ex primals in full str gear; granted it requires the tank to know proper mitigation rotations and be able to mitigate through the tank busters more carefully as to not put too much strain on the healer. So splitting the vit on tank accessories won't necessary make it so that tanks are so squishy that they need to adjust how they develop content; at most it would just make tanks need to know how to use their cooldowns better which isn't really a bad thing.
