With regard to your "no final boss" statement, how can you argue that he ISN'T the final boss of 4.0? The game doesn't actually have an end, sure, but Royal Menagerie is very clearly the final boss of 4.0, just as Final Steps of Faith was the final boss of the entirety of the 3.x series.
