3.) a lot of people are constantly speaking about how whm has a lack of utility. i agree with the idea of whm being a pure healer, but in this case adding a slight boost in attack speed for all players in the party would help whm have a bit more utility. This lets whm healers have a little something more to offer than just healing in end game raids.
4.) we have seen that whm is definitely lacking in the number of skill it has, adding a skill such as this^^ helps that issue.
i feel adding such a skill would be fairly easy, solve many of the issues with whm, and add some strategy/extra utility to whm. Keep in mind this skill itself doesn't take away everything that SE has done with whm so far. It keeps all the mechanics of each skill as they are, and making them more accessible. (although they can still be tweaked and adjusted as well of course)
in terms of lore, themes of growth or grace, (natural or divine) could fit with whm
