If the person is just healing, they are still doing something..

Tanks first job is to keep aggro right? As you said about healers just healing, they do something right? Now, lets pretend the tank did his job (just like the healer you speak of) doesn't pop CD, since he already did his part, but he dies. Why did he die?
Lack of healing? No CD use? Obviously if he had full HP and died to a buster or adds drownded him with a lot of damage, he dies because of it. What does this mean? Less contribution for the group, you just said it yourself. As long the healer keeps people alive, it's fine for a tank to ignore his toolkit and just keep aggro, since it's his first job. If you demand him to use CD, he should demand you do some good use of yourself as well

While I said it's fine for a healer to heal. There is a major difference when a tank knows an attack that is coming up that would most likely kill him and he does nothing to even try to avoid it.
