You don't seem to understand the implication of doing this, so I'll explain it to you.

First, let's begin with the reason of the roulette. It's to fill slots for people who are looking to do content to speed up their queues. This is true of all of our roulettes.

Now, if someone doesn't want to do a specific duty and they leave, with your suggestion, the next time they queue they'll end up doing that same duty. But what happens if there's nobody queueing for that duty? You make a new queue for that duty. And people doing roulettes will eventually start to fill your duty's slots.

Congratulations, you just made queues longer by putting people in roulettes into a duty that nobody wanted to do to begin with.
