I did read what you said, but you don't know what you're talking about, multiple instances do not take the same resources server side.

This is where your confusion is coming from, we're talking about server resources, not client resources. Of course your client will not load every single zone in RAM if you're not there, but there server is loading them as long as it's running, wards are treated the same as any regular zone, while the inside of houses is recreated and deleted as you enter/exit. This is why instanced housing is superior, this is why there's no actual limit of FC rooms, you can have 512 rooms x number of houses in a server.
Apartments have sold out in Balmung*
Fixed for you, and we both know why they are sold out in Balmung, and only there out of every single NA server. Even Gilgamesh has free apartments everywhere.
Balmung is the only NA server with sold out apartments, there are thousands of apartments left in Sargatanas, I just did a quick check in less than 5 mins.
