The simple fact is people care far less when it's a non-community thing that feels like far less of a prize and no one but you will care about. No one ever gave a crap to enter my Mog House on FFXI, nor did I ever bother entering the Mog House of anyone else, but on XIV I've done so on plenty of occasions. Does no one really see -any- value in the housing zones?
Yes and no. Apartments have sold out on larger servers, but I suspect people dislike them as a solution because they're basically a FC room. They want more space, and I can't exactly fault them for that when instanced housing would actually fixed the issue. I can't speak for anyone except myself, however... the only time I even bothered looking at another house is spur of the moment decorating inspiration or someone's hosting an event. Both those things would be possible with instanced housing. The current system feels akin to Grand Company restrictions-- something the devs clung to for years due to lore reasons despite it contributing heavily in PvP's declining interest. They want to encourage social interaction and a sense of being apart of the neighbourhood, but that isn't what most people want or care about.
