Not sure. I think the power comes depending how much aether you can gather, not how much people whoship him (that's why Beast tribes always are storing as much crystals as can). Not sure if the few sacrifices Ildbert did is enough to summon something. But, the things is, if was necessary imprison him like Bahamut, it is in fact powerful. I guess he was gathering Aether crystals too? Or the Nidhogg eyes are enough for that because have the amount of aether necessary for summon. Who knows.
