Well obviously it would be a new primal, because we don't even know if there's a "real Rhalgr", The Twelve are closer to human myth than real things, the only real deity that has shown proof of existence is Hydaelyn, and somewhat Zodiark since Hydaelyn herself acknowledged his existence to us.

Well if you consider how many people worship the deity, the false Rhalgr will actually be pretty powerful. Most Highlanders seem to pray to the deity, which means that prayer will fuel the false Rhalgr if he is released. He could potentially be more powerful than Dreadwyrm Bahamut and perhaps match the deity himself (if he exists), depending on how far worship towards Rhalgr reaches (world wide? Eorzea specific?).

Not sure. I think the power comes depending how much aether you can gather, not how much people whoship him (that's why Beast tribes always are storing as much crystals as can). Not sure if the few sacrifices Ildbert did is enough to summon something. But, the things is, if was necessary imprison him like Bahamut, it is in fact powerful. I guess he was gathering Aether crystals too? Or the Nidhogg eyes are enough for that because have the amount of aether necessary for summon. Who knows.

If one eye was enough to break through a 'certain shield' and two were enough to transform a man into a Primal (who was powerful enough to warp reality in some way), I think it's safe to assume the eyes provide enough aether that matches an enormous amount of crystals that Beastmen wish that could have. All that's left is the worship of those praying to Rhalgr.

Well. Bahamut was a dragon, child of Midgarsworm, who died (supposedly) fighting again Allagan. His "people2 summon him in the form of a Primal, so yes, is not the "real" Bahamut. That's why I said a primal resembling Rhaglr, but not the real one. About the lore involving Rhalrg. He is a old man with a staff who commands Lightning. His description is very similar to Ramuh.

HW MSQ talk with Hraes indicates that none of the primals are the original entity. They're all just shades / the personification of the summoner's wishes.
