It can be used by any class, but it's not actually dyeable. It's forever blue. There's also the 1.0 Peregrine Helm which is black/silver with red feathers, but that's also not dyeable (never seen that one myself either)

Or the regular Red Onion Helm which is probably quite cheap on your market board (it is on my server), but also not dyeable.
