Concerning the reason why they didn't do healers or tanks this expac. Based on their statistics, there was no increase on tanks or healers. Only the players who originally played tank or healers played those jobs.
That was basically the issue. A small amount of tank players and healers did join but not enough to make noticable influence and majority of Dark Knight and Astro who stayed to play these Jobs were just players who already main a Tank and Healer Job.
What Tank and healer Jobs need is to be interesting in gameplay. Vanity is not going to be enough to maintain a proper Tank and Healer population within group content. It may keep a lot of players to play tank for non-group content stuff but what we need is to solve the lack of tank and healers in group content as a long run issue.

Because gameplay wise any tank in any mmo worth oh his/her name will answer that the most interesting gameplay is the tank role regardless of the class.
Thats the thing, people who wanted SAM as a tank were tanks themselves and dps who dont want their que times overflooded with other dps cause hehheh competition and long que times, spewing about there must be balance. Statistics don't lie on how many tank and how many dps.
Aye, a Samurai was basically a lord. They had the money to have armor. We get the anime Ronin, Iaido being it's focus, not actually used in warfare in which the Samurai mythos grew from.
