If you are going to make this argument, there needs be some significance to why they should stay racial locked beyond "because uniqueness!" None of the Hempen gear has any lore relevancy to their respective races. One could easily argue the Elezen set is less openly revealing due to Ishgard's high societal standard and emphasis on proper decor. In that sense, Hyurs living there would share similar beliefs and dress accordingly. We actually see this in the Amalj'aa story arc with Loonh Gah.

I suppose I am just not seeing why Hempen is the hill you're willing to die on, so to speak, when the in-game lore makes no attempt whatsoever to remotely tie those sets to any of the races. It's simply a holdover from older MMO design.
