Because I am genuinely curious how, in any way, it could affect you. We already have Palace of the Dead's 51st floor allowing players with a Level 1 Class (or untouched Level 30 HW Job) to be Level 60 the moment they enter. We already have some pretty terrible players in this game, but we also have some pretty decent, if not, fantastic players (it's just easier to talk about the worst runs we have because psychology). I personally believe nothing will change when it comes to the level boost potion. If someone uses it, then chances are they will either try to learn how to play it, they're on an alt, or they'll be bad (basically, nothing changes). A story skip potion will also change nothing. If you enjoy the story, you have nothing to worry about.

This isn't so. RMT use stolen credit cards or they charge back. Either way they will be able to use jump potions without having to pay for them.
